Framework Description
Hertfordshire County Council's Structural Maintenance and Resurfacing Treatments (SMART) framework covers highway resurfacing and footway works across five lots. It replaced the previous agreement, which expired on 30 September 2026. Call-off contracts use the NEC4 Engineering and Construction Contract. Applications for this framework are closed (it is not a DPS), and it runs until 30 September 2030 with no extension listed.
Context & Use Case
The council uses it to deliver its highway maintenance programme, with works delivered through both core annual programmes and responsive commissioning. A and local roads are resurfaced, surface dressed or microsurfaced to extend their life, while footways are microsurfaced or rebuilt. The framework supports the council's transport strategies, asset protection and lean service delivery objectives.
Scope of Services
Lot 1: Carriageway Resurfacing, A roads and local roads Lot 2: Surface Dressing Lot 3: Carriageway Microsurfacing and Preparation Lot 4: Footway Microsurfacing Lot 5: Footway Reconstruction, including drainage and general civils
Lots
Lot 1 Carriageway Resurfacing - A Roads and Local Roads; Lot 2 Surface Dressing; Lot 3 Carriageway Microsurfacing and Preparation; Lot 4 Footway Microsurfacing; Lot 5 Footway Reconstruction (incl. Drainage and General Civils)
Who Can Apply
Suits highway surfacing contractors and civils firms with carriageway and footway experience and NEC4 ECC familiarity. The tender closed on 3 June 2026 and the framework is now live, so contractors not appointed cannot join until the next procurement, likely around 30 September 2030.
Buyer Benefits
Separate lots by treatment type let the council get specialist contractors for each process, from surface dressing to full reconstruction. It values quality workmanship that lasts, programme reliability, minimal disruption to road users and NEC4 collaborative working. Good communication with residents during works also matters.
Next Steps
Appointed contractors should prepare for core programme packages and responsive call-offs, keeping NEC4 pricing and resource plans ready. Others should note the framework runs until 30 September 2030; build a record on other highway authority frameworks and treatment programmes before the next SMART procurement.
How Athena Can Help
Highway works call-offs are won on programme, quality and price. For appointed contractors, Athena's bid writers for civils contractors can build NEC4 programme and quality responses and price packages competitively.
For contractors outside SMART, our framework search service finds other highway maintenance frameworks open now, and our public sector bid team helps you prepare for the 2030 re-tender with stronger evidence. That means social value, carbon and NEC4 answers that score.
