Framework Description
The HCC & TPPL Fleet Management Services and Supplies Framework is a 48-month framework, closed to new applications, let by Hertfordshire County Council and The Procurement Partnership Ltd (TPPL) under the Procurement Act 2023. It has five lots: fleet management, tyres, fuel cards, vehicle and equipment disposal, and fleet management software. TPPL administers it, and it runs until 31 July 2030 with no extension listed.
Context & Use Case
Local authorities, NHS bodies, educational institutions and emergency services across the UK can use it. Its modular structure lets buyers take one service, such as fuel cards, or combine several, such as fleet management with software and disposal. TPPL supports centralised procurement across the participating authorities. Buyers can call off from appointed suppliers rather than running their own tenders.
Scope of Services
Lot 1: Fleet Management Services Lot 2: Tyres and Ancillary Services Lot 3: Fuel Cards Lot 4: Vehicle and Equipment Disposal Lot 5: Fleet Management Software
Lots
Yes: Lot 1 - Fleet Management Services; Lot 2 - Tyres and Ancillary Services; Lot 3 - Fuel Cards; Lot 4 - Vehicle and Equipment Disposal; Lot 5 - Fleet Management Software
Who Can Apply
Suits fleet management companies, tyre suppliers, fuel card providers, vehicle remarketing and auction firms, and fleet software vendors able to serve UK public sector clients. Applications for this framework are closed, so suppliers not appointed cannot join until the re-tender, likely around 31 July 2030.
Buyer Benefits
Buyers get a compliant, UK-wide route to every major fleet service, with the flexibility to pick only what they need. They value cost transparency, data and reporting, good residual values on disposals, and software that integrates with their existing systems.
Next Steps
Appointed suppliers should promote their lot to public sector fleet managers and keep pricing, service levels and case studies ready for call-offs. Others should prepare for the re-tender before 31 July 2030, building public sector references, and look for other fleet frameworks open in the meantime.
How Athena Can Help
Fleet call-offs are won on cost, data and service. For appointed suppliers, Athena's bid management support can build call-off responses and pricing models across tyres, fuel, disposal or software.
For suppliers outside it, our framework research and registration work finds other fleet routes open now and plans for the 2030 re-tender, and our Procurement Act bidding advice helps you prepare compliant, competitive tenders. That includes clear answers on data, savings and service levels, which fleet managers weigh closely.
