HCC April The Provision Of A Framework For Building Cleaning Services

Live

Framework Description

Hertfordshire County Council's Building Cleaning Services framework, run through its trading arm Hertfordshire Full Stop Facilities Management Services, appoints ten contractors to clean sites across the county, with estimated spend of around £8 million a year. It is the council's main cleaning route, though it carries no exclusivity or guaranteed work. It runs from 1 September 2026 to 31 August 2030.

Context & Use Case

Council departments use it for schools, fire stations, disused sites, day centres, libraries and other buildings, and partners and customers may use it too, sometimes outside Hertfordshire. Call-offs are by mini-competition, and TUPE applies to call-off contracts. Appointing ten contractors gives the council resilience, capacity and competitive pricing across varied building types.

Who Can Apply

Suits cleaning contractors and FM companies with multi-site public sector experience, especially in schools. The framework was awarded to ten contractors in 2026 and applications are closed, so others cannot join until the next tender, which the council expects to publish around April 2030.

Buyer Benefits

Several appointed contractors give the council flexibility and cover across its estate, while mini-competitions keep prices keen. It values consistent cleaning standards, trained and vetted staff for schools, management capacity across many sites, low absenteeism and clear quality monitoring and reporting.

Next Steps

Appointed contractors should prepare for mini-competitions, with staffing, TUPE handling, quality monitoring and pricing ready. Others should plan for the re-tender, which the council expects to advertise around 7 April 2030, building multi-site cleaning case studies, recruitment and training evidence and environmental credentials.

How Athena Can Help

On a ten-contractor framework, mini-competitions decide who gets the work. Athena's bid writing and pricing support helps appointed contractors win them, with clear answers on staffing, quality and TUPE and a cost model that still makes money.

For contractors outside it, our framework registration expertise finds other cleaning frameworks open now, and our public sector cleaning bid advice prepares you for the 2030 re-tender, including social value and fair work commitments.
