Security Advisory And Training Framework

Live

Framework Description

The Home Office's Security Advisory and Training Framework is a multi-supplier agreement for specialist security advice, training and end-to-end delivery. Its three lots cover advisory services, training design and delivery in the UK and abroad, and turnkey delivery that combines both with operational support. Applications for this framework are closed (it is not a DPS), and it runs until 5 May 2030 with no extension listed.

Context & Use Case

The Home Office uses it to build capability in policing, fire and rescue, enabling functions, strategic intelligence, border security, and national risk and resilience. Work is commissioned through further competition at project level, and there is no minimum spend commitment. Turnkey projects can include accommodation, transport, security and logistics, which suits overseas capability-building programmes.

Scope of Services

Lot 1: Advisory, strategic, technical and operational advisory services Lot 2: Training, programme design and delivery in the UK and internationally Lot 3: Turnkey, end-to-end delivery with operational support Themes: policing, fire and rescue, intelligence, border security, resilience

Lots

Yes: 3 lots covering advisory services, training, and turnkey delivery combining advisory, training, and operational support.

Who Can Apply

Suits security consultancies and training organisations with expertise in policing, fire and rescue, intelligence or border security, and the ability to obtain security clearance. Applications for this framework are closed, so firms not appointed cannot join until it is re-tendered, likely around 5 May 2030.

Buyer Benefits

The Home Office gets specialist expertise on call without procuring each project, and can scale from a single adviser to a full turnkey programme. It values deep subject expertise, cleared staff, proven delivery in sensitive or international settings and strong logistics for turnkey work.

Next Steps

Appointed suppliers should prepare for project-level further competitions by keeping expert CVs, clearance status and case studies ready for each thematic area. Others should prepare for the re-tender ahead of 5 May 2030 and look for other government security and training frameworks in the meantime.

How Athena Can Help

Further competitions under this framework turn on expertise and delivery approach. For appointed suppliers, Athena's bid writing and win themes service builds responses around your specialists and track record, with competitor scoring.

For firms outside it, our framework pipeline and application help finds other central government security routes open now, and our government bidding support prepares you for the 2030 re-tender. That includes help showing clearance, international delivery and logistics capability for turnkey work.
