HS1 Project Integrator Framework

Coming soon

Framework Description

HS1 Ltd, trading as London St Pancras Highspeed (LSPH), plans a portfolio-wide Project Integrator Framework to support all of its business departments. The integrator will work in a strategic arrangement with LSPH as asset owner, supporting the development and delivery of its project requirements with experienced staff. The procurement is at preliminary market engagement stage on LSPH's EU-Supply portal, under reference LSPH-OPS-2026-14.

Context & Use Case

LSPH would use the framework for project resources across its business, with consultants working closely with route and station operators and maintainers. The aim is to deliver Control Period outputs, promises and Concession Agreement obligations, with staff proposed for each project against defined value outcomes. Market engagement responses were due on 12 May 2026.

Who Can Apply

Suits programme and project management, engineering and transport consultancies with experience of rail or regulated infrastructure. The framework is not yet in place: market engagement has closed, and firms will win a place by bidding when LSPH runs the formal competition.

Buyer Benefits

LSPH gets experienced project resources on call across every department, without procuring each assignment. It will value consultants who understand its obligations as asset owner, can work alongside operators and maintainers, and can show how their staff deliver defined value outcomes on each project.

Next Steps

Watch LSPH's EU-Supply portal and Find a Tender for the formal procurement notice; the market engagement pack included an indicative timetable and a breakdown of lots and scope. Prepare case studies of project integration in rail or regulated infrastructure, CVs of the staff you would propose, and evidence of governance and value-for-money outcomes.

How Athena Can Help

Project integrator bids are won on evidence of portfolio-level delivery and the quality of the people you propose. Athena's bid management for consultancies can plan your LSPH response early, build win themes around regulated rail experience and model your likely score against rival integrators.

Our bid/no-bid support helps you judge whether this HS1 opportunity fits your team, and our framework search and positioning service finds other rail and infrastructure frameworks where your programme management record will score well.
