Frontage Improvements Framework

Live

Framework Description

Hull City Council's Frontage Improvements Framework (reference RE-001) delivers improvements to the front elevations, gardens, boundary treatments and communal footpaths of homes in court terraces and identified streets across Hull. It is a works framework, closed to new applications, with an estimated value of £20 million excluding VAT, awarded to three contractors in 2026. It runs from 12 October 2026 to 11 October 2030.

Context & Use Case

The council uses it to improve the look and condition of streets, replacing rainwater goods, repairing facades, rebuilding boundary walls and railings, fitting new gates and boundary treatments, redecorating and relaying communal footpaths. Work is programmed street by street, often in occupied homes with shared access, so coordination with residents is important.

Who Can Apply

Suits housing improvement and small building contractors with residential external works experience in Hull. Applications for this framework are closed: three contractors were appointed after the 2026 tender, so others cannot join until Hull City Council re-tenders it, likely around 11 October 2030. Only Hull City Council can call off from it.

Buyer Benefits

Bundling frontage works street by street gives a visible, lasting improvement for residents at lower cost than one-off repairs. The council values good resident liaison, tidy and safe working on narrow terraced streets, and quality workmanship that keeps homes weathertight.

Next Steps

Appointed contractors should plan for schemes being awarded directly or through competition among the three firms, and deliver early schemes well, as performance shapes later awards. Others should ask appointed contractors about subcontract packages, target other housing improvement frameworks open now, and build case studies of terraced street improvements, resident liaison and health and safety records ahead of the next tender.

How Athena Can Help

With three contractors appointed, schemes under this framework may be awarded directly or through a competition between them. Athena's bid writing and pricing team can help appointed firms win those schemes with clear programmes, resident liaison plans and sharp rates.

For contractors outside it, our framework identification and applications service finds housing improvement frameworks you can join now, and our council bidding support helps you choose which local housing tenders to pursue before this framework is re-tendered.
