Framework Description
Hull City Council is developing a Complex Care Framework and held a market engagement event on 27 March 2026 at The Guildhall to share its anticipated commissioning plans. Supplier feedback is being used to shape the service specification before formal procurement. It will be a traditional framework, not a DPS, for providers delivering complex health and social care.
Context & Use Case
Hull City Council commissions complex care for people with high or specialist needs, where standard home care or residential placements are not enough. The engagement event set out commissioning intentions and invited providers to influence the specification and delivery model, so the final framework reflects what the market can deliver safely.

Who Can Apply
Suits care providers delivering complex health and social care, registered with CQC where required. The framework is still at the market engagement stage, so there is nothing to join yet; entry will be through the formal tender once Hull City Council publishes it.
Buyer Benefits
The council needs providers who can safely support people with high and specialist needs, close to home where possible. It values skilled, stable staff teams, clinical governance, positive outcomes and providers who work well with health partners. Clear, honest pricing for complex packages is also important.
Next Steps
Register on YORtender, which the council uses for this procurement, and watch the Find a Tender notice for the tender. If you missed the event, request the materials through YORtender messaging. Prepare evidence of complex care outcomes, CQC compliance, staff training and partnership working with health services.
