Framework Description
Plymouth City Council's Energy Efficiency Dynamic Purchasing System (EEDPS) is a route for buying low and zero carbon and energy efficiency measures. The council has it administered and managed by Independence CIC (INCIC), which publishes the scheme documents and handles applications. As a DPS it stays open to new contractors throughout its term, which runs until 29 September 2028.
Context & Use Case
Contracting authorities listed on the EEDPS use it to commission energy efficiency and low carbon work, with requirements organised by category, lot and sub-lot, and by region and district of operation. INCIC publishes which lots, sub-lots and contracting authorities are currently active, so contractors can see where work is being bought before deciding what to apply for.

Who Can Apply
Suits energy efficiency installers and low carbon contractors that operate in the regions the EEDPS covers. Applications are open now: INCIC's How to Join guide, Standard Selection Questions and eligibility criteria set out what you need to pass.
Buyer Benefits
Authorities get a pool of pre-checked contractors for energy efficiency work without running full tenders, and the DPS lets them add installers when they need more capacity. Having INCIC manage applications and eligibility checks means councils spend less time on supplier admin and more on getting measures installed.
Next Steps
Go to INCIC's Plymouth EEDPS page and read the contract notice and supporting documents in full, as INCIC requires, including the overview of categories, lots, regions and districts, the terms and conditions and the eligibility criteria. Check the active lot list, then complete the Standard Selection Questions. INCIC's support team is on 0300 365 4050 or support@incic.org.uk.
How Athena Can Help
The EEDPS is open, and the Standard Selection Questions are your way in. Athena can pick the lots and districts that fit your installers, answer the SQ and check everything against INCIC's eligibility criteria through our SQ and application support.
After admission, our retrofit bid writers write call-off responses that show installation quality and customer care, and our opportunity qualification advice helps you decide which council opportunities justify the effort.
