Framework Description

Invest Northern Ireland, sponsored by the Department for the Economy (DfE), is procuring an Economic Services Framework Agreement (ID 6194064) for economic advice and evaluation work. It covers three lots: economic advice for casework, business case and evaluation support, and post-project evaluations. The planned end date is 28 August 2028, with an option to extend for up to 24 months to 28 August 2030.

Context & Use Case

Invest NI's own teams are the buyer, calling on economists when appraising investment cases for business support, building business cases for programmes and assessing what funded projects achieved after completion. Work is likely to arrive as individual assignments under each lot, following the flow of casework and programme reviews across Invest NI's business support and economic development programmes.

Scope of Services

Lot 1: Economic Advice for Casework Lot 2: Business Case and Evaluation Support Lot 3: Post-project Evaluations

Lots

Economic Advice for Casework; Business Case and Evaluation Support; Post-project Evaluations

Who Can Apply

Suits economic consultancies and evaluation specialists with a record of appraisal, business case and impact evaluation work for public funders. Knowledge of Northern Ireland's economy and business support landscape will help. The framework has not been awarded yet, so the only way in is to bid in this procurement; it will not be open for later entry.

Buyer Benefits

Invest NI gets pre-agreed rates and terms with vetted economists, so advice can be commissioned quickly when casework needs it. Splitting appraisal, business cases and post-project evaluation into separate lots lets it pick the right specialists for each stage of the investment cycle.
