Framework Description
Jisc Services Limited is procuring a single-lot, multi-supplier open framework (reference Proc2852) for reselling Google for Education products to further and higher education. Google products, editions and base prices are set by a separate Jisc–Google agreement. The planned procurement notice gives estimated dates of 1 September 2026 to 31 August 2029, with the open framework able to run to 31 August 2034.
Context & Use Case
Colleges, universities and adjacent education bodies will buy Google Workspace for Education editions, Gemini for Education, Chrome Education Upgrade, ChromeOS Flex and permitted Google Cloud commitments through appointed resellers. Resellers manage the full licence lifecycle, from provisioning and renewals to true-ups and migrations, with wrap-around support. Buyers can direct award by cascade ranking or run a further competition.

Who Can Apply
Suits verifiable Google partners with further and higher education customers and the capacity to manage licences end to end. The framework is not yet in place, so resellers win a place through its first competition. As an open framework with no cap on suppliers, it must reopen within its first three years, giving later entry points.
Buyer Benefits
Institutions get Google licences at base prices agreed by Jisc, with licence management and support from vetted resellers and no tender of their own. Cascade direct award makes routine renewals quick, while further competition or a desktop calculator lets them weight the award criteria to their own needs.
Next Steps
Confirm your Google partner status is current and verifiable. Register on Jisc's EU-Supply portal, where the tender will be run, and check Find a Tender for the tender notice. Expect quality questions on licence provision, onboarding and transition, technical support, and training and adoption. Build FE and HE case studies and factor the 3.5% service fee into your pricing.
