Asbestos Inspection & Removal Services

Live

Framework Description

KCS Procurement Services runs this national Asbestos Inspection & Removal Services framework (Y23061) from 1 September 2025 to 31 August 2029. It gives public sector buyers one route to asbestos surveys, sampling and analysis, management and licensed removal across their property. It is a traditional framework agreement under the Public Contracts Regulations 2015, approved by the DfE for schools, and has no lots.

Context & Use Case

Schools, councils and other public bodies use it to meet their duties under the Control of Asbestos Regulations 2012, from management plan reviews and reinspection surveys to refurbishment and demolition surveys ahead of capital works, and licensed removal on site. Buyers can direct award where they meet one of KCS's objective conditions, such as best value or continuity of service, or run a further competition.

Who Can Apply

UKAS-accredited surveyors and analysts and HSE-licensed removal contractors with public sector estates experience. The framework is awarded and applications are closed, so firms not appointed cannot join until KCS re-tenders, likely around 31 August 2029. Non-appointed firms may still find sub-contract work through appointed suppliers.

Buyer Benefits

Buyers can appoint accredited surveyors and licensed contractors quickly, which matters when asbestos is found mid-project and works stop. Direct award covers urgent jobs, while further competition suits larger programmes. Having surveys, analysis and removal on one framework also makes it easier to keep a single, consistent asbestos register across an estate.

Next Steps

Appointed suppliers should make sure buyers know their coverage, response times and accreditations, and be ready for further competitions on larger refurbishment programmes. Others should talk to appointed suppliers about sub-contracting and keep accreditations, licences and public sector case studies current for the re-tender expected before 31 August 2029. Check the KCS framework page for updates.
