Bus Framework

Live

Framework Description

The KCS Bus Framework is a national agreement for passenger-carrying vehicles and associated services, running until 16 December 2029. It is split into four lots by vehicle size, from chassis up to 15 seats and 5 standees through to 25-plus seats, plus a lot for associated services. Vehicles are covered across fuel types including petrol, diesel, hybrid, electric, LPG, hydrogen and biofuel.

Context & Use Case

Local authorities, NHS trusts, education providers and emergency services use it to buy vehicles for SEND and school transport, non-emergency patient transport, community bus services and day-service minibuses. Because the lots follow seat count, a buyer replacing a small accessible minibus and one buying a full-size bus go to different, specialist supplier groups.

Scope of Services

Lot 1: Vehicle chassis up to 15 seats and 5 standees Lot 2: Vehicle chassis 15–24 seats Lot 3: Vehicle chassis 25+ seats Lot 4: Associated services, including passenger transport operator services

Lots

Lot 1 Vehicle chassis up to 15 seats and 5 standees; Lot 2 Vehicle chassis 15-24 seats; Lot 3 Vehicle chassis 25+ seats; Lot 4 Associated services

Who Can Apply

Suits vehicle manufacturers, converters, dealers and passenger transport operators with public sector experience. The framework is live but applications are closed, so those not appointed cannot join until it is re-tendered, likely around 16 December 2029. Appointed suppliers compete for buyers' orders, which are placed through The Procurement Partnership Ltd (TPPL).

Buyer Benefits

Buyers get a compliant national route to vehicles across fuel types, which helps as they move towards zero-emission fleets. Lotting by size helps match the vehicle to the service, TPPL's product specialists can help scope specifications, and the associated services lot gives a route to operator support without a separate procurement.

Next Steps

If appointed, keep build slots, lead times and conversion specifications current, as these often decide orders. Highlight zero-emission options for councils with fleet decarbonisation plans. If you're not on the framework, check the KCS framework page and build public sector delivery evidence for the re-tender expected before 16 December 2029.

How Athena Can Help

Vehicle orders through a framework like this are often decided on specification, lead time and whole-life cost. Athena's bid management support helps appointed suppliers present all three clearly, with pricing built on whole-life cost models.

For manufacturers and converters outside the framework, we can find other fleet and transport routes through our help joining frameworks service, and give public sector bid guidance ahead of KCS's 2029 re-tender, including how to evidence accessibility, zero-emission options and after-sales support.
