Framework Description
KCS Procurement Services' CCTV, Access Solutions & Security Services framework is a national agreement running until 14 September 2029. It has three lots: CCTV, security and access solutions; security services; and total security solutions combining both. Buyers can call off by direct award or further competition. It is a traditional framework agreement, not a Dynamic Purchasing System.
Context & Use Case
Schools, councils, health facilities and other public buildings use it to install or upgrade CCTV and electronic entry systems, buy manned guarding and other security services, or appoint one provider for the whole package. The total security lot suits buyers who want a single supplier for systems and people, while the separate lots suit specialists.
Scope of Services
Lot 1: CCTV, security and access solutions Lot 2: Security services Lot 3: Total security solutions Supply, installation and maintenance of CCTV and access control Integration with existing security systems
Lots
Lot 1: CCTV, Security & Access Solutions; Lot 2: Security Services; Lot 3: Total Security Solutions
Who Can Apply
Security systems installers, integrators and guarding companies. Applications for this framework are closed, so firms not appointed cannot join until KCS re-tenders, likely around 14 September 2029. Appointed suppliers compete for work through direct awards and further competitions in their lot.
Buyer Benefits
Buyers can secure a site with vetted suppliers without running a full tender, and choose between buying systems and services separately or from one accountable provider. Including maintenance alongside installation means systems stay working after go-live, and direct award gives a fast route when an incident needs a quick fix.
Next Steps
If appointed, prepare standard responses showing your accreditations, response times and system integration experience, ready for further competitions. If you're not, check the KCS framework page, consider teaming with an appointed supplier, and build case studies and accreditations for the re-tender expected before 14 September 2029, particularly if you could bid for the total security lot.
How Athena Can Help
On a three-lot security framework, positioning matters. Athena's help with mini-competition responses builds win themes around accreditations, response times and integration, with competitor scoring and pricing that wins.
If you're preparing for the 2029 re-tender, our public sector bid planning tools help you decide whether to go for a single lot or total security, and our framework scouting service finds other security frameworks open in the meantime, and handles the applications from selection questions to final compliance check.
