Framework Description
KCS's Cleaning Services framework provides public bodies with professional cleaning through two lots: Lot 1, educational cleaning services, and Lot 2, public sector cleaning services excluding education. Applications for this framework are closed, and it runs until 30 June 2027 with no extension option, so the current term has around eight months left.
Context & Use Case
Schools, colleges and academies use Lot 1 for daily cleaning of classrooms and shared areas. Councils, offices and other public buildings use Lot 2 for routine workplace cleaning. Buyers typically look for reliable staffing, clear specifications and value for money, with the framework letting them appoint a supplier without a full tender.
Scope of Services
Lot 1: Educational cleaning services Lot 2: Public sector cleaning services (excluding education) Cleaning of schools, offices and other public places
Lots
Lot 1: Educational Cleaning Services; Lot 2: Public Sector Cleaning Services excluding Educational
Who Can Apply
Contract cleaning companies with public sector experience, from regional firms serving schools to larger providers covering multi-site estates. Suppliers not on the framework cannot join it now; with the term ending on 30 June 2027, KCS is likely to re-tender in the coming months.
Buyer Benefits
Separate lots mean schools are served by cleaners who understand term times, safeguarding and school hours, while other public bodies get suppliers suited to offices and civic buildings. Buyers save time by using a pre-tendered list with agreed terms, and avoid re-running a procurement each time a contract ends.
Next Steps
Watch the KCS website and Find a Tender for the successor framework, likely to be tendered before 30 June 2027. Decide which lot fits, and prepare evidence on staff vetting, safeguarding, quality monitoring and pay rates. Appointed suppliers should check how long existing contracts can run past the end date.
How Athena Can Help
With the re-tender close, Athena can help cleaning firms prepare now. Our bid managers for cleaning tenders write quality answers around staffing, quality control and safeguarding, and build pricing that reflects wage rates and still makes a margin.
Our bid/no-bid tools help you choose between the education and wider public sector lots, and our framework registration specialists can find other cleaning frameworks to join in the meantime, so you aren't relying on one re-tender for growth.
