Framework Description
KCS Procurement Services' Digital Transformation Solutions and Enterprise Services framework runs until 30 April 2030. Its five lots cover digital and service transformation; IT, cloud and cyber; people, payroll, pensions and financial operations; estates, facilities and asset management technology; and strategic consultancy and public sector reform. It is a standard framework rather than a DPS.
Context & Use Case
Public bodies use it to consolidate fragmented technology, replace legacy systems and reshape back-office operations. Engagements range from one-off projects to managed services and long-running change programmes. Councils looking at payroll and pension systems, or estates teams wanting asset management technology, can go straight to the relevant lot without a separate procurement.

Who Can Apply
Systems integrators, consultancies, managed service providers and technology specialists with UK public sector experience. The framework is awarded and applications are closed, so new suppliers cannot join until KCS re-tenders, likely around 30 April 2030. Appointed suppliers compete for call-offs within their lots.
Buyer Benefits
Buyers get one route that links technology with the business change around it, from cyber and cloud to payroll and estates systems. That makes it easier to buy joined-up transformation programmes, and specialist lots give access to niche providers who might not bid for a large open tender.
Next Steps
Appointed suppliers should map buyers whose legacy systems or contracts are due for renewal and prepare case studies of measurable transformation outcomes. Others should look for sub-contracting roles with appointed suppliers and build security accreditations and outcome evidence ahead of the re-tender expected before 30 April 2030. The KCS framework page will carry any news on the replacement.
How Athena Can Help
Transformation call-offs are won by showing measurable outcomes, not capability statements. Athena's bid writing and win themes help appointed suppliers turn delivery results into evidence evaluators can score, with competitor analysis and pricing for multi-year programmes.
For firms outside the framework, our framework pipeline service identifies digital and consultancy routes opening soon, and our public sector bid advisers help you decide which of the five lots to target when KCS re-tenders around 2030, based on where your evidence is strongest.
