Framework Description
KCS Procurement Services runs the Education Management Systems (EMS) framework on behalf of Kent County Council. It is a national agreement running from 1 July 2025 to 30 June 2029, giving schools and other education bodies a compliant way to buy management systems software. Seven suppliers have been awarded places, and buyers can call off by direct award or further competition.
Context & Use Case
Schools, academy trusts and local authorities use it to replace or renew the systems that run school administration: pupil records, timetabling, communication with parents and resource management. Changing a school's management information system is a significant decision, so the framework lets buyers compare the seven suppliers through further competition or go straight to one by direct award.

Who Can Apply
Education software developers and providers of school management systems. The seven places have been awarded and applications are closed, so other suppliers cannot join until KCS re-tenders, likely around 30 June 2029. The seven appointed suppliers compete for schools' orders.
Buyer Benefits
Schools can switch or renew their management systems without running their own tender, which is a big help for small schools. The choice of seven suppliers keeps pricing competitive, and direct award lets a school stay with or move to a provider quickly when a contract ends.
Next Steps
Appointed suppliers should target schools and trusts with contracts ending soon, showing migration support and data protection clearly. Others should prepare for the re-tender expected before 30 June 2029: build evidence on data migration, integrations and school references, and check the KCS framework page for updates.
How Athena Can Help
For the seven appointed suppliers, Athena can help win more schools and trusts. Our further competition bid support shows your migration plan, data protection and training clearly, with pricing that holds up against the other six.
For providers outside it, our bid planning for public sector prepares your 2029 re-tender response early, and our edtech framework applications service looks for other education technology routes open now and prepares the applications, including case studies and data protection evidence.
