Framework Description

The KCS Education Services framework (Y25001) is a national agreement running from 2 December 2024 to 1 December 2028. It gives UK schools, trusts and local authorities access to education advisory, governance, school improvement and training services from a pre-qualified panel. It is a traditional framework agreement, not a Dynamic Purchasing System, and it has no lots.

Context & Use Case

Schools, multi-academy trusts and local authority education teams use it for external support: clerking and governor services, school improvement consultancy, safeguarding and inclusion advice, financial governance, and recruitment and staff training. They can appoint by direct award or run a further competition, so they don't have to tender each engagement separately.

Who Can Apply

Education consultancies, training providers and specialist advisers with a record of supporting UK schools and local authorities. Applications for this framework are closed, so new suppliers cannot join until KCS re-tenders, likely around 1 December 2028. Appointed suppliers compete for school and trust call-offs.

Buyer Benefits

Schools and trusts can bring in vetted advisers and trainers quickly, often by direct award for smaller assignments. A single panel covering governance, improvement, safeguarding and training means a trust can use one route for several needs, and safeguarding and quality checks have already been done.

Next Steps

Appointed suppliers should make sure trusts and local authorities know your specialisms and have impact evidence ready, such as inspection outcomes or improvement data. Others should prepare for the re-tender expected before 1 December 2028, building school case studies, safeguarding policies and quality assurance evidence. Keep an eye on the KCS framework page for re-tender news.

How Athena Can Help

Education services are won on impact evidence and trust. Athena's quality response writing turns your school improvement and training results into strong answers, with win themes and competitor analysis for further competitions.

For those preparing for the 2028 re-tender, our public sector bidding consultancy plans the response, and our framework application specialists find other education frameworks to join sooner. We also run a Bid Health Check on drafts so weak answers are fixed before you submit.
