Framework Description
KCS Procurement Services' Electrical Testing Services framework (Y23003) is a national agreement with three lots: portable appliance testing (PAT), fixed installation testing (FIT), and electrical testing of street lighting and street furniture. It runs from 1 April 2023 to 31 March 2027 with no extension option. As a fixed framework rather than a DPS, its supplier list is set for the term.
Context & Use Case
Councils, schools, NHS trusts and highways authorities use it to meet their statutory duties to inspect and test electrical equipment and installations. Typical call-offs include annual PAT programmes across many sites, periodic fixed installation testing of buildings, and inspection of street lighting and illuminated street furniture, often across large and geographically dispersed estates.
Scope of Services
Lot 1: Portable Appliance Testing (PAT) Lot 2: Fixed Installation Testing (FIT) Lot 3: Electrical testing of street lighting and street furniture Reporting, remedial advice and compliance documentation
Lots
Lot 1: Portable Appliance Testing (PAT); Lot 2: Fixed Installation Testing (FIT); Lot 3: Electrical Testing of Street Lighting and Street Furniture
Who Can Apply
Suits electrical testing contractors with recognised accreditation and experience across dispersed public estates. Applications for this framework are closed and it is near its end, so new suppliers cannot join it; the successor framework, likely tendered soon, is the opportunity.
Buyer Benefits
Buyers can arrange compliance testing quickly with accredited contractors, and plan multi-site PAT programmes without a fresh tender each year. Separate lots for buildings and street assets ensure each type of testing goes to a specialist, and standard reporting helps keep compliance records consistent.
Next Steps
Watch the KCS website and Find a Tender for the replacement framework, likely to be tendered before 31 March 2027. Prepare accreditations, insurance, multi-site scheduling and reporting examples for your chosen lot. Appointed suppliers should check how long current contracts can run beyond the end date.
How Athena Can Help
With the re-tender close, Athena can help testing contractors prepare. Our bid coordination and writing service builds the quality answers on scheduling, accreditation and reporting, with prices that stay profitable across multi-site programmes.
Our public sector go/no-go advice helps you pick the right lot, and our framework onboarding team finds other compliance-testing frameworks to join in the meantime, from council estates to schools and housing, and handles each application end to end.
