Framework Description
KCS Procurement Services' Employee Benefits and Services framework (Y26007) is a national agreement that started on 1 June 2026 and runs to 31 May 2030. It gives UK public bodies a compliant route to staff benefits, rewards and employee support services. It is a traditional framework agreement rather than a Dynamic Purchasing System, so its supplier list was set at award.
Context & Use Case
Councils, NHS bodies, schools and emergency services use it to support recruitment and retention through staff benefits and wellbeing, from employee assistance programmes and cycle to work schemes to discounts and reward platforms. Suppliers provide an online platform available around the clock and support by phone, online or in person. Call-offs can be made by direct award, Rapid Request for Quote or further competition.
Scope of Services
Employee assistance programmes Childcare vouchers, cycle to work and green car schemes Financial wellbeing and payroll giving schemes Gym, leisure, retail and subscription discounts Reward and recognition schemes Counselling, mental health, financial and legal wellbeing support

Who Can Apply
Employee benefits providers, EAP and wellbeing specialists, and reward platform operators with public sector clients. The framework was awarded in 2026 and applications are closed, so firms not appointed cannot join until KCS re-tenders, likely around 31 May 2030. Sub-contracting with appointed suppliers may be an interim route.
Buyer Benefits
Public employers face tight pay budgets, so benefits and wellbeing support are key retention tools. The framework lets them add or replace these services quickly without a full tender, using providers already checked for data protection and service quality, which matters when handling staff health and financial information.
Next Steps
Appointed suppliers should approach public employers whose current EAP or benefits contracts are ending, with evidence of uptake and outcomes. Others should look for sub-contracting roles with appointed suppliers and build public sector references and data protection evidence ahead of the re-tender expected before 31 May 2030. KCS posts framework news on its website, so check it regularly.
How Athena Can Help
For newly appointed suppliers, the first two years of a framework are when buyers move across, so call-off bids matter. Athena's call-off bid writing shows uptake and outcome data clearly, with competitor analysis and pricing per employee that wins.
If you missed this round, our framework research and applications service finds other HR and wellbeing frameworks open now, and our public sector tendering advice prepares you for the 2030 re-tender.
