Financial Leasing Solutions

Live

Framework Description

KCS Procurement Services' Financial Leasing Solutions framework is a national agreement for leasing finance across ten equipment lots, from catering and courier equipment to ICT, medical equipment, green technology, temporary buildings and vehicles. It runs until 28 February 2029 and is a traditional framework agreement, not a Dynamic Purchasing System.

Context & Use Case

Local authorities, NHS trusts, housing providers, schools and emergency services use it to fund assets without large upfront capital spending. A trust leasing pathology analysers, a council financing a fleet of vehicles, or a school leasing modular classrooms can each go to the relevant lot. Leasing also helps buyers refresh equipment on a regular cycle.

Scope of Services

Lot 1: Catering and domestic services equipment Lot 2: Courier and logistics equipment Lot 3: Education services equipment Lot 4: Estates, facilities and grounds maintenance equipment Lot 5: Green technology equipment Lot 6: ICT and telecoms equipment and software Lots 7–8: Laboratory, pathology and general medical equipment Lots 9–10: Temporary and semi-permanent buildings; vehicles

Who Can Apply

Regulated leasing and asset finance providers with FCA permissions where relevant, financial strength and public sector experience. Applications for this framework are closed, so new providers cannot join until KCS re-tenders, likely around 28 February 2029. Appointed lessors compete for buyers' leasing requirements.

Buyer Benefits

Buyers can spread costs over an asset's life, match lease terms to budgets, and get leasing finance on pre-agreed terms without a separate procurement. Having ten equipment lots means the lessor understands the asset, including its residual value and how quickly it will need replacing.

Next Steps

Appointed lessors should work with equipment suppliers and public sector finance teams to spot assets due for replacement, and be ready to compete on rates and terms. Others should prepare for the re-tender expected before 28 February 2029, building evidence of public sector leases, financial strength and lot-specific expertise. Bookmark the framework page on the KCS website for announcements.

How Athena Can Help

Leasing call-offs are often won on rate, flexibility and how clearly terms are explained to public sector finance teams. Athena's pricing and bid support helps appointed lessors present competitive, clear offers and score them against likely rivals.

For finance providers outside the framework, our public sector bid strategy sessions plan which of the ten lots to target in 2029, and our framework onboarding specialists find other asset finance routes open sooner and prepare each application.
