Framework Description
KCS's Grounds Maintenance & Associated Services framework (Y23022) is a traditional framework agreement for the upkeep of outdoor spaces, from grass cutting and hedges to tree work, planting and hard surfaces. It has no lots, is approved by the DfE for schools, and ends on 30 November 2026, so a replacement is the main focus for suppliers.
Context & Use Case
Councils, schools, academies, healthcare sites and other public bodies use it to keep parks, playing fields, verges and institutional grounds safe and tidy year-round. Contracts tend to follow the growing season, with planned cuts and seasonal planting alongside reactive tree work and litter clearance. Many buyers want one contractor able to cover all of this across several sites, rather than separate trades for each task.
Scope of Services
Grass cutting and lawn care Hedge trimming and shrub maintenance Tree care, pruning and felling Planting and flower bed maintenance Litter picking and outdoor cleaning Hard surface maintenance Pest and weed control

Who Can Apply
Grounds maintenance contractors, landscapers and arboricultural specialists with public sector clients. Applications for this framework are closed and it is about to end, so new suppliers cannot join it; the successor framework is the opportunity, and KCS may already be tendering it.
Buyer Benefits
Buyers get a single route to all routine grounds work, so one contractor can handle mowing, hedges, trees and hard surfaces on a site. That cuts the number of contracts they manage, and pre-agreed terms make it easy to add sites or seasonal work mid-year.
Next Steps
Look on KCS's website and Find a Tender now for the replacement framework, as this one ends on 30 November 2026. Prepare public sector references, arboricultural qualifications, equipment and environmental credentials, and pricing for seasonal work. Appointed suppliers should confirm how current contracts run past the end date.
How Athena Can Help
With the framework about to end, Athena would focus on the replacement tender. Our grounds maintenance bid writing sets out your staffing, seasonal programme and environmental approach clearly, and prices the work so it is profitable across the year.
Our public sector tender advisers check the timing and help with a quick bid decision, and our framework matching service finds other council and education grounds frameworks to join, so your order book doesn't depend on a single re-tender.
