Legal Services 2

Live

Framework Description

KCS Procurement Services' Legal Services 2 framework is a national agreement for legal advice to UK public bodies, running until 6 August 2030. All personnel delivering work must be regulated by the Solicitors Regulation Authority, the Costs Lawyer Standards Board or the Chartered Institute of Legal Executives. It has no lots and is a traditional framework agreement, not a Dynamic Purchasing System.

Context & Use Case

Councils, NHS trusts, housing providers and education bodies use it to appoint external lawyers for anything from social care and employment matters to property, planning, construction and procurement work. Every appointed firm covers all listed services across England, Wales, Scotland and Northern Ireland, directly or through partners, and buyers can call off by direct award, Rapid Request for Quote or further competition.

Scope of Services

Adult social care and community care law Commercial, construction and procurement law Employment and human resources law Planning, highways and property law Litigation and dispute resolution Education, health and data protection law Charity, energy and environmental law

Who Can Apply

Law firms and legal consultancies with public sector clients, SRA, CLSB or CILEX regulation and professional indemnity insurance. Applications for this framework are closed, so firms not appointed cannot join until KCS re-tenders, likely around 6 August 2030. Appointed firms compete for instructions.

Buyer Benefits

Public bodies can instruct regulated lawyers quickly, with rates and terms already agreed. Direct award suits urgent matters, while further competition helps get value on larger instructions. Covering many practice areas in one framework reduces the number of legal panels a buyer has to manage.

Next Steps

Appointed firms should make sure legal teams at councils and trusts know their specialisms and rates, and prepare short, specific responses for further competitions. Others should build public sector case studies and prepare for the re-tender expected before 6 August 2030. Monitor the KCS framework catalogue for the replacement.

How Athena Can Help

Legal further competitions are often won on relevant experience, team and rates. Athena's proposal writing for law firms sets out your public sector expertise clearly, with competitor analysis and pricing that wins instructions.

For firms not yet appointed, our legal panel and framework applications service finds other public sector legal panels open now, and our professional services bid advice prepares you for the 2030 re-tender, from practice-area case studies to rate cards.
