Plant Machinery, Grounds Maintenance and Site Equipment and Handheld Tools

Live

Framework Description

KCS Procurement Services' Plant Machinery, Grounds Maintenance and Site Equipment and Handheld Tools framework is a national agreement running until 28 January 2028. Its six lots cover the purchase of grounds equipment, plant machinery, attachments, site accommodation and equipment, and handheld tools, plus contract hire of all those items. It operates as a fixed-term framework rather than a DPS.

Context & Use Case

Council highways and grounds teams, housing providers, schools and other estate managers use it to buy or hire the kit behind planned maintenance, capital works and reactive tasks: mowers and tractors, excavators and attachments, welfare cabins and site equipment, and handheld power tools. Lot 6 suits buyers who prefer to hire for seasonal peaks or short projects rather than own the asset.

Who Can Apply

Plant and equipment manufacturers, dealers, hire companies and tool suppliers with public sector clients and servicing capability. Applications for this framework are closed, so firms not appointed cannot join until KCS re-tenders, likely during 2027 ahead of 28 January 2028.

Buyer Benefits

Buyers can choose between owning and hiring through one route, matching each item to its use. Servicing capability and multi-site support are already checked, which matters for kit that must be ready at the start of the growing season or a capital project.

Next Steps

Expect the replacement to be advertised during 2027; watch Find a Tender and the KCS site. Decide whether to bid for purchase lots, contract hire or both, and prepare evidence of servicing networks, parts availability, operator training and public sector references. Appointed suppliers should approach councils before their seasonal equipment budgets are committed.

How Athena Can Help

Plant and equipment tenders are often won on whole-life cost and servicing as much as purchase price. Athena's commercial bid modelling helps you price purchase and hire options competitively and present servicing support clearly.

Ahead of KCS's re-tender, our public sector bid decision support helps you choose between the six lots, and our framework calendar and applications service finds other plant and grounds equipment routes open sooner. Each application is compliance-checked before it goes in.
