Framework Description
KCS Procurement Services' Playground, Fitness and Sports Equipment and Leisure Facilities framework is a national agreement running until 29 February 2028. Its five lots cover indoor and outdoor playground equipment, gym equipment and surfaces, leisure and play equipment and surfaces, urban play, and indoor and outdoor waterplay. Design, installation, inspection and maintenance services are included. It is a traditional framework agreement.
Context & Use Case
Schools, academies, local authorities and leisure operators use it for play, sport and leisure schemes, from new and refurbished playgrounds and outdoor gyms to urban play spaces and waterplay areas. Because design, consultancy, installation, inspection and maintenance sit alongside the equipment lots, a buyer can use one appointed supplier to plan a scheme, build it and keep it safe after handover, rather than tendering each stage separately.
Scope of Services
Lot 1: Playground Equipment (Indoor and Outdoor) Lot 2: Gym Equipment and Surfaces Lot 3: Leisure and Play Equipment and Surfaces Lot 4: Urban Play Equipment and Surfaces Lot 5: Waterplay (Indoor and Outdoor) Design, consultancy, installation, inspection and maintenance
Lots
Lot 1: Playground Equipment (Indoor and Outdoor); Lot 2: Gym Equipment and Surfaces; Lot 3: Leisure and Play Equipment and Surfaces; Lot 4: Urban Play Equipment and Surfaces; Lot 5: Waterplay (Indoor and Outdoor)
Who Can Apply
Play, fitness and leisure equipment manufacturers, installers and service providers with public sector clients and products meeting safety standards such as EN 1176. Applications for this framework are closed, so new suppliers cannot join until KCS re-tenders it, which is likely to happen before it ends on 29 February 2028.
Buyer Benefits
Buyers can deliver play and leisure schemes quickly with suppliers already checked for safety standards and installation capability. Having design and maintenance in the same route means one supplier is responsible for the finished space, and specialist lots for waterplay and urban play give access to niche expertise.
Next Steps
Appointed suppliers should approach schools and councils planning new or refurbished play spaces, and show design ideas early when call-offs come up. Others should watch KCS's framework page for the re-tender ahead of 29 February 2028, and prepare portfolios of completed public schemes, safety certifications, design capability and inspection services for the lots they would target.
How Athena Can Help
Play and leisure schemes are often won on design, safety and aftercare as much as on price. If you are already appointed, Athena's bid writing and pricing team presents your concepts, safety approach and maintenance offer clearly, with pricing that fits buyers' budgets.
If you are not, our public sector bid planning helps you prepare for the re-tender before February 2028, and our framework registration service finds other play, leisure and education frameworks open now and handles the applications. A Bid Health Check on your draft answers fixes weak points before submission.
