Framework Description
KCS Procurement Services' Property Refurbishment, Maintenance and Management framework is a national agreement running until 31 May 2028. It has three lots: property refurbishment services; property maintenance and repair services; and property management and support services. Work ranges from managed services to ad hoc projects. It is a framework agreement with a fixed supplier list, not a DPS.
Context & Use Case
Councils, housing providers, NHS trusts and other public landlords use it to look after property portfolios: refurbishing buildings and homes, repairing electrical, roofing, plumbing, heating, kitchen and bathroom elements, and buying asset management, valuations and building consultancy. Specialist inspections such as asbestos and PAT testing can also be bought through it.

Who Can Apply
Construction contractors, maintenance providers, property managers and building consultancies with public sector clients, health and safety management, CSCS/CHAS accreditations and financial strength. Applications for this framework are closed, so new suppliers cannot join until KCS re-tenders, likely around 31 May 2028.
Buyer Benefits
Public landlords get one route for building works and the professional services that guide them, which helps join up asset management and delivery. Lots for refurbishment, repair and management let them pick specialists, while managed services suit buyers wanting one partner across a portfolio.
Next Steps
Appointed suppliers should target housing providers and councils with planned works programmes, showing resident liaison, quality and safety. Others should look at sub-contracting with appointed suppliers and prepare accreditations and case studies for the re-tender expected before 31 May 2028. The KCS website is the place to watch for the next round.
