Street and External Lighting Solutions & Associated Services

Live

Framework Description

KCS Procurement Services' Street and External Lighting Solutions & Associated Services framework is a national agreement running until 30 September 2029. It has three lots: street and external lighting solutions; lamp posts, columns and bollards with built-in EV charge points; and professional consultancy and design services. The supplier list was set at award, since it is not a DPS.

Context & Use Case

Highways authorities, housing providers and other public landlords use it to upgrade street and estate lighting to LED and smart controls, add solar options and central management systems, and combine lighting columns with EV charging. Lot 3 supports lighting design, surveys and strategy for buyers planning large upgrade programmes. Work often spans whole highway networks rather than single sites.

Who Can Apply

Street lighting manufacturers, installers and consultancies with public sector clients, product standards and electrical competence. Applications for this framework are closed, so no new suppliers can join before KCS re-tenders, likely around 30 September 2029. Work goes to appointed suppliers through call-offs.

Buyer Benefits

Buyers can deliver lighting upgrades that cut energy use and carbon, and add EV charging without separate procurements. Including design and consultancy helps them plan programmes before buying equipment, and a national framework gives access to specialists across dispersed highway networks.

Next Steps

Appointed suppliers should target highways authorities with LED or EV programmes, showing energy savings and installation capacity. Others should look at sub-contracting with appointed suppliers and prepare evidence of public lighting schemes and electrical competence for the re-tender expected before 30 September 2029. Watch the KCS framework listing for re-tender notices.

How Athena Can Help

Lighting call-offs are often won on energy savings, installation capacity and whole-life cost. Athena's bid management for highways work presents these clearly, with pricing and competitor scoring for each scheme.

For firms not yet appointed, our public sector bid planning prepares your response for KCS's next re-tender, and our highways framework applications service finds other lighting and EV routes open now. Each application is prepared with case studies and compliance-checked before submission.
