Vehicle Daily Rental

Live

Framework Description

KCS Procurement Services' Vehicle Daily Rental framework is a national agreement running from 1 June 2025 to 1 June 2029. It has five lots: cars and light commercial vehicles; minibuses, buses and coaches; medium commercial vehicles, sweepers and HGVs; long-term and flexible rental for cars and vans; and car clubs and pool car schemes. It is not a dynamic purchasing system; suppliers were chosen at tender.

Context & Use Case

Councils, NHS trusts, housing providers and other public bodies use it to cover short-term fleet gaps, seasonal peaks, vehicle breakdowns and projects needing extra vehicles. Lot 3 covers sweepers and HGVs for waste and highways teams, while Lot 5 helps organisations cut grey fleet mileage by giving staff access to pool cars or car clubs.

Scope of Services

Lot 1: Cars and Light Commercial Vehicles Rental Lot 2: Minibuses, Buses and Coaches Rental Lot 3: Medium Commercial Vehicles (3.5–12.5t), Sweepers and HGVs Rental Lot 4: Long-term and Flexible Rental for Cars and LCVs Lot 5: Car Clubs and Pool Car Schemes

Who Can Apply

Vehicle rental companies, commercial vehicle hirers and car club operators with public sector clients. Applications for this framework are closed, so firms not appointed cannot join until KCS re-tenders, likely around 1 June 2029. Appointed suppliers compete for buyers' rental requirements.

Buyer Benefits

Buyers can hire the right vehicle quickly without a tender, from a car for a day to an HGV for a season. Long-term and flexible rental avoids capital spending, and car clubs and pool cars help cut costs and emissions from staff using their own cars.

Next Steps

Appointed suppliers should target fleet managers with seasonal peaks or grey fleet reduction plans, showing availability, low-emission vehicles and account management. Others should prepare for the re-tender expected before 1 June 2029, building public sector references and fleet coverage data. Review the KCS framework page every few months for news.

How Athena Can Help

Vehicle rental call-offs are often decided on availability, coverage and price. Athena's fleet bid support presents your network, low-emission options and service levels clearly, with pricing and competitor scoring for each lot.

For rental firms not on it, our bid/no-bid and planning support shapes your approach to KCS's next re-tender, and our fleet framework applications service finds other transport routes open now. We also compliance-check each application before it goes in.
