Framework Description

KCS Procurement Services' Vehicle Purchase framework is a national agreement for buying commercial and emergency service vehicles, running until 30 April 2027 with no extension option. Its lots cover light to medium commercial vehicles up to 7.5 tonnes, heavy commercial vehicles from 7.5 to 12.5 tonnes, emergency services light to medium vehicles, and conversion services. Vehicles span petrol, diesel, hybrid, electric, LPG, hydrogen and biofuel.

Councils, housing providers, NHS trusts, blue light services and other public fleet operators use it to buy new vehicles, from car-derived vans and 4x4 variants to refuse vehicles, sweepers and emergency service conversions. Conversion services cover electrical fit-outs, warning systems and wheelchair access, so a vehicle can be delivered ready for service.

Who Can Apply

Vehicle manufacturers, dealers and conversion specialists meeting DVSA type approval, alternative fuel and conversion safety standards. Applications for this framework are closed and it ends on 30 April 2027, so new suppliers cannot join it. Whatever KCS puts in its place is the realistic opportunity for suppliers not already appointed.

Buyer Benefits

Fleet managers can buy vehicles and conversions through one compliant route, with alternative fuel options that support decarbonisation plans. A dedicated emergency services lot means blue light buyers get suppliers who understand their specifications, and conversion services cut the time between delivery and a vehicle going into service.

Next Steps

This framework ends on 30 April 2027, so watch KCS's framework page now for news of a replacement. Prepare type approval and conversion safety evidence, alternative fuel options, lead times and after-sales support for your chosen lots. Appointed suppliers should check how orders placed before the end date will be delivered.

How Athena Can Help

With the end date close, Athena can help vehicle suppliers prepare early for what comes next. Our tender writing for fleet suppliers sets out specifications, lead times and whole-life costs clearly, with competitor scoring for each lot. Our bid/no-bid calls help you decide which lots to target.

If the timing is tight, our vehicle framework applications service finds other fleet routes open now and prepares each application, from selection answers to final compliance check. We also run a Bid Health Check on drafts.
