Framework Description
London and Quadrant Housing Trust's Small Tools DPS was set up under the Public Contracts Regulations 2015 to buy ironmongery, tools and related goods for L&Q's self-delivered new build projects. It runs until 21 February 2029 and is open to new suppliers throughout. Applications are made through L&Q's In-tend portal, starting with a Standard Selection Questionnaire.
Context & Use Case
L&Q and its subsidiary Quadrant Construction Services build homes across London and the South East, and site teams need a steady supply of tools, fixings and consumables. Admitted suppliers are registered for one or more product categories and compete for requirements as they arise, so admission alone does not guarantee any orders.
Scope of Services
Ironmongery Hand tools Power tools and accessories Building materials such as fixings and adhesives Safety equipment Consumables such as drill bits and saw blades

Who Can Apply
Tool merchants, builders' merchants, ironmongery distributors and manufacturers. The DPS is open to applications until 21 February 2029, the notice marks it as suitable for SMEs, and suppliers that fail the selection criteria can resubmit a revised questionnaire.
Buyer Benefits
Competition among admitted suppliers keeps prices on high-volume items sharp, and having several suppliers per category reduces the risk of shortages holding up site work. L&Q can also remove suppliers for poor KPI scores, regularly uncompetitive pricing or weak response rates, so the pool stays competitive.
Next Steps
Create an account on L&Q's In-tend portal, find the Small Tools DPS under current tenders, express interest and complete the Standard Selection Questionnaire, which is the only first-stage requirement. L&Q corresponds only through the portal. Prepare product catalogues, pricing, delivery coverage and insurance, and keep your financial standing healthy, as credit scores are reviewed.
How Athena Can Help
Tool suppliers win L&Q orders on price and delivery, but admission comes first. Athena's supplier DPS registration handles the selection questionnaire and a compliance check.
Our public sector pricing models help you set catalogue discounts that win repeat orders, and our bid audit for suppliers identifies other housing and public sector supply DPSs worth joining. We also review your first quotes for compliance with L&Q's requirements. That avoids losing orders on technicalities when several merchants are quoting.
