Framework Description
The White Rose Regional Framework is a children's services framework led by Leeds City Council for the White Rose Regional Partnership, which brings together 14 local authorities and trusts across Yorkshire and the Humber. It covers fostering, residential care and family support across 12 lots. It is a framework rather than a DPS, and the Find a Tender notice reference is 035124-2026.
Context & Use Case
Partner authorities use it to place children in independent fostering and residential care, and to commission family support, with shared quality standards across the region. The approach is aligned with national reforms, including Stable Homes, Built on Love, and regional care cooperatives. Placements range from standard fostering to intensive support, therapeutic residential care and parent-and-child provision.
Scope of Services
Lots 1–5: fostering, from standard to additional and intensive support, and parent-and-child placements Lots 6–11: residential care, including standard, education-linked, therapeutic, assessment and dual-registered homes Lot 12: family support services
Lots
Yes: Fostering (Lots 1-5), Residential Care (Lots 6-11), Family Support Services (Lot 12)
Who Can Apply
Independent fostering agencies, children's home providers and family support organisations working in or near Yorkshire and the Humber. This is a framework, not a DPS; check the Find a Tender notice to see its current stage and whether new providers can apply.
Buyer Benefits
Fourteen authorities commissioning together get consistent standards and prices across the region, rather than competing with each other for the same placements. Shared performance management gives better information on outcomes, and a regional approach supports placement sufficiency and continuity for children who move between authority areas.
Next Steps

Check Ofsted ratings, workforce and outcome data, and safeguarding evidence for each lot you plan to enter, and set out how you align with the Stable Homes, Built on Love reforms.
How Athena Can Help
Children's services tenders are scored heavily on quality, safeguarding and outcomes. Athena's bid writers for care providers help you present Ofsted evidence, outcomes and social value against the evaluation criteria.
Our public sector bid advice helps you choose which of the 12 lots to enter and price placements sustainably, and our framework registration help identifies other regional children's services frameworks that suit you. We can also run a Bid Health Check on your draft before the deadline.
