Environment & Transport - Commissioning Framework (E&T-CF)

Live

Framework Description

The Environment and Transport Commissioning Framework (E&T-CF) is Leicestershire County Council's framework of consultants for transport planning and policy, modelling, engineering and technical advice. It has three lots: operation and support panels for microsimulation modelling and for rail policy, strategy and modelling, and a broader advisory and support panel. Applications for this framework are closed, and its award notice on Find a Tender is 007137-2023.

Context & Use Case

The council uses the panels for advice to itself, its partners, other local authorities and other external bodies across Leicestershire and surrounding areas. Lot 1 covers running, calibrating, validating and rebasing the council's microsimulation models and building new ones. Lot 2 covers rail influencing and lobbying, evidence and modelling. Lot 3 supports highway engineering design, quality audits, scheme design, transport plans and public inquiries.

Scope of Services

Lot 1: operation and support panel for microsimulation modelling Lot 2: operation and support panel for rail policy, strategy and modelling Lot 3: advisory and support panel for transport planning and policy, engineering and technical support

Lots

Lot 1: Operation and Support Panel for Microsimulation Modelling; Lot 2: Operation and Support Panel for Rail Policy, Strategy and Modelling; Lot 3: Comprehensive Advisory and Support Panel - Transport Planning and Policy, Engineering and Technical Support

Who Can Apply

Transport planning consultancies, traffic modelling specialists, rail strategy advisers and engineering consultancies. Applications for E&T-CF are closed, so consultancies not appointed cannot join now; check the framework page for re-tender timing.

Buyer Benefits

Separate modelling panels give the council quick access to specialists in microsimulation and rail without tying that work to a general consultancy commission. The advisory panel covers everything else, from policy to engineering, under common terms, so officers can commission work as funding and project timetables allow.

Next Steps

Appointed consultancies should keep staff CVs, modelling capability and Leicestershire-relevant case studies current so they can respond quickly to commissions. Others should watch Find a Tender for the E&T-CF re-tender, and meanwhile build evidence of microsimulation, rail policy or transport planning work for other local authorities, with clear outcomes.

How Athena Can Help

Transport consultancy panels are often won on team strength and technical method. If you are on E&T-CF, Athena's bid management for consultancies helps you present methodology and team experience for each commission and checks how you score against competitors.

If not, our route-to-market review finds transport and engineering frameworks open to you, and our local authority bid support prepares you for the re-tender. That includes deciding which lots fit your team best.
