Framework Description
LHC London and South East Procurement's Consultancy Services (CS1) framework gives public bodies access to 28 appointed consultancies across construction, retrofit and health and safety disciplines. Its lots cover multi-disciplinary services, mechanical, electrical and plumbing, energy and retrofit consultancy with digital coordination, and health and safety advisory. It is a framework agreement, not a Dynamic Purchasing System, valid until 10 May 2027.
Context & Use Case
Local authorities, social landlords and other public bodies use CS1 for consultancy on construction and refurbishment of schools, NHS buildings, emergency services stations, public offices and housing. The retrofit lot includes BIM and information management, supporting decarbonisation programmes, while standalone health and safety advisory services suit clients who need specialist safety input on a project.
Scope of Services
Multi-disciplinary services (architecture, engineering, surveying, planning) Mechanical, electrical and plumbing services Energy and retrofit consultancy with digital coordination Health and safety advisory services
Lots
Multi-disciplinary services (architecture, engineering, surveying, planning); Mechanical, Electrical and Plumbing services; Energy and retrofit consultancy with digital coordination; Health & Safety advisory services
Who Can Apply
Consultancies in architecture, engineering, surveying, MEP, retrofit and health and safety with public sector clients. The 28 places are awarded and applications are closed, so others cannot join; with the term ending on 10 May 2027, LHC's re-tender is the next opportunity.
Buyer Benefits
Clients can appoint consultants quickly from a mix of large multi-disciplinary firms and specialists. A dedicated retrofit lot with digital coordination helps them deliver decarbonisation programmes, and standalone health and safety advice is available without commissioning a full design team.
Next Steps
Watch LHC's website and eTendering portal for the successor framework, as CS1 ends on 10 May 2027. Prepare accreditations, public sector case studies and social value commitments for your chosen lots. Appointed firms should agree commissions with clients before the end date so work can continue.
