Framework Description
LHC London and South East Procurement's Energy Efficiency & Renewable Technology (EERT) Dynamic Purchasing System gives public bodies a pre-qualified pool of suppliers for inspecting, repairing and replacing energy-efficient and renewable technology. It has eight lots, from communal and district heating to heat pumps, solar PV, battery storage and EV charging. It runs until 18 February 2029 and stays open to new suppliers throughout. This framework is used by LHC London and South East Procurement and South West Procurement Alliance.
Context & Use Case
Local authorities, housing associations and other public bodies use the EERT DPS for asset-level heating, ventilation and renewables work, often alongside wider retrofit programmes. It covers planned maintenance as well as new installations. It complements LHC's N9 Retrofit and Decarbonisation framework, offering a flexible, SME-friendly route to specialist suppliers. Contracts are awarded through competitions among admitted suppliers.

Who Can Apply
Heating, ventilation and renewable technology installers and maintainers, including SMEs. It is a live DPS, so you can apply now. Suppliers need relevant ISO accreditations, case studies and lot-specific qualifications, such as Gas Safe or OFTEC for heating lots and Part F training for ventilation work.
Buyer Benefits
Buyers get a quick, compliant route to specialists for heating and renewables work, with competition among pre-qualified suppliers for each contract. Because the DPS stays open, the pool keeps growing, which gives buyers access to local SMEs and new technologies.
Next Steps
Apply through LHC's In-tend portal, choosing lots that match your qualifications. Prepare ISO accreditation evidence, case studies and lot-specific certifications. Once admitted, watch for call-off competitions from councils and housing associations. Keep certifications current, as lapsed accreditation can block call-off awards.
How Athena Can Help
Athena can take care of your EERT application through our DPS registration service: identifying the right lots, preparing case studies and certifications, and checking everything before submission. Once you're admitted, our bid writers for energy contracts help you win call-off competitions with clear method statements and competitive pricing.
Our retrofit and decarbonisation bid advice also shows which other energy frameworks are worth pursuing alongside the DPS. Every call-off bid gets a compliance check too.
