Framework Description
The Repair and Maintenance (RM) DPS is an LHC dynamic purchasing system for reactive and planned repairs to housing and public buildings in England, Wales and Scotland. Unlike a framework, it stays open to new suppliers throughout its term, which runs to 18 February 2029. Work is organised into four workstreams containing 14 lots, from building fabric and damp and mould to M&E, lifts and pest control. This framework is used by LHC London and South East Procurement and SWPA.
Context & Use Case
Local authorities, housing associations and other public landlords use the RM DPS for responsive repairs, planned maintenance and compliance work. Buyers run a call-off competition among the suppliers admitted to the relevant lot, so admission is the start rather than the finish. Typical needs include damp and mould remediation, roofing repairs, heating and ventilation, lift servicing, aids and adaptations, and drainage.
Scope of Services
WS1: roofing, external works and structure, internal repairs including damp and mould, building openings (4 lots) WS2: plumbing and water quality, heating, cooling and ventilation, electrical, lifts, lifting equipment and adaptations, detection systems (6 lots) WS3: environmental safety and property protection, infestation, drainage (3 lots) WS4: multi-disciplinary services (1 lot)
Lots
WS1 Building envelope, structure, internal environment, openings (4 lots); WS2 M&E and plant services (6 lots); WS3 Environmental and infestation (3 lots); WS4 Multi-disciplinary services (1 lot)
Who Can Apply
Repairs contractors and specialist trades, including SMEs. Because this is a DPS, you can apply to join at any point before 18 February 2029. Each lot sets mandatory qualifications, such as Gas Safe, NAPIT or NICEIC, LEIA or BAFE membership, and applicants must submit case studies showing relevant experience.
Buyer Benefits
A DPS refreshes the supplier pool as new contractors join, so buyers are not tied to a list chosen years earlier. Fourteen narrowly defined lots let a landlord buy lift maintenance or pest control from genuine specialists while using the multi-disciplinary lot for wider repairs contracts. Lower entry barriers bring in SMEs, which helps buyers meet social value goals.
Next Steps
Pick the lots that match your trades and accreditations, then apply through LHC's In-tend portal. Prepare current certificates for each lot (for example Gas Safe for heating, LEIA for lifts), public sector case studies and policies. Once admitted, watch for call-off invitations and respond quickly; the DPS closes on 18 February 2029. The RM page on LHC's London and South East site has the procurement guide.
How Athena Can Help
Athena helps repairs contractors get admitted to the RM DPS and then win work from it. Our DPS application support identifies the lots your accreditations qualify you for, writes the case studies and compliance answers, and checks the submission before it goes in.
Once you are on, our bid writing for call-offs and pricing that wins work help you compete with established responsive repairs providers on both quality and rates, and decide which call-offs are worth the effort.
