Framework Description
Roofing Systems and Associated Works (RS5) is LHC's current roofing framework, replacing RS4. It appoints manufacturers and approved contractors for the design and installation of flat, liquid-applied, profiled metal, pitched and mixed roofing systems on residential and non-residential public sector property. Applications for RS5 are closed (it is not a DPS), and it runs until 13 October 2029 with no extension option. This framework is used by LHC London and South East Procurement and SWPA.
Context & Use Case
Local authorities, housing associations and other public bodies use RS5 for roof replacement on housing and public buildings, planned maintenance programmes and grant-funded energy-efficiency works where better roof performance is needed. Buyers can direct award or run a mini-competition among suppliers in the relevant workstream, depending on project size and complexity.

Traditional flat roofing Liquid-applied flat roofing Profiled metal roofing Pitched roofing Mixed roofing (integrated flat and pitched systems) Associated works: surveys, insulation, drainage and roof ancillaries

Who Can Apply
Roofing contractors and manufacturers with public sector roofing experience and relevant accreditations. Applications for RS5 are closed: firms not appointed cannot join now and should prepare for the re-tender, likely around the 13 October 2029 expiry. Working as a subcontractor to an appointed contractor is one way to build RS5-relevant experience in the meantime.
Buyer Benefits
Appointing manufacturers and their approved contractors together gives buyers a clear line from product specification to installation. Workstreams by roof type let buyers choose specialists for liquid-applied or profiled metal roofs, and lower-carbon product options help authorities meet environmental targets. Direct award suits routine replacement programmes where speed matters.
Next Steps
Appointed suppliers should keep accreditations current, track direct award opportunities and prepare a fast mini-competition response with up-to-date case studies and rates. Others should read the RS5 guide on LHC's site, register on LHC's e-tendering portal and start building evidence for the re-tender well before 13 October 2029.
How Athena Can Help
For RS5 suppliers, Athena's bid management experts help win mini-competitions: we find where your technical and social value answers lose marks, fix them through a Bid Health Check and price to beat likely rivals.
Roofing firms not yet appointed can use our support getting onto frameworks to target open roofing routes now, while our public sector bid writing helps prepare the evidence RS5's re-tender is likely to ask for, from case studies to accreditations.
