Whole House Refurbishment (WH) DPS

Live

Framework Description

The Whole House Refurbishment (WH) DPS is LHC London and South East Procurement's dynamic purchasing system for refurbishment works, goods and services on projects valued up to £500,000. It stays open to new suppliers throughout its term, so contractors can apply whenever they are ready. Lots cover kitchens and bathrooms, landscaping, electrical, painting and decoration, and multi-disciplinary works. This framework is used by LHC London and South East Procurement and South West Procurement Alliance.

Context & Use Case

Local authorities, housing associations and other public landlords use the WH DPS for kitchen and bathroom replacements, rewires, decoration programmes, landscaping and whole-house refurbishments. It complements LHC's RM3 framework: lower-value or specialist packages go through the DPS, while larger schemes use RM3 or other frameworks. Each call-off is competed among the suppliers admitted to the relevant lot.

Scope of Services

Kitchens, bathrooms and associated works Landscaping Electrical works Painting and decoration Multi-disciplinary works (projects up to £500,000)

Lots

Kitchens and bathrooms and associated works; Landscaping; Electrical works; Painting and decoration; Multi-disciplinary works

Who Can Apply

Kitchen and bathroom installers, electricians, decorators, landscapers and multi-trade refurbishment firms, including SMEs. As a DPS it accepts applications at any time while open, through LHC's In-tend portal. Requirements vary by lot and include NIC/EIC electrical certification or Gas Safe registration where relevant, plus case studies.

Buyer Benefits

The £500,000 ceiling and trade-based lots suit councils that want local specialist contractors for smaller packages rather than one large main contractor. Because the DPS keeps admitting suppliers, buyers can widen competition over time and support local supply chains, which counts towards social value objectives.

Next Steps

Choose the lots that match your trades, gather accreditations, insurances and recent public sector or social housing case studies, then apply through LHC's In-tend portal. Once admitted, respond to call-off invitations promptly and price carefully, because you compete with every admitted supplier in the lot. The WH page on LHC's site has the procurement guide.

How Athena Can Help

The WH DPS is a realistic entry point for smaller refurbishment firms. Athena's DPS registration help covers choosing lots, writing the case studies and policy answers, and checking compliance before you submit through In-tend, so you are admitted to every lot you qualify for.

After admission, we support call-offs with bid writing and pricing support, and our public sector tender advice helps you decide which call-offs to bid for and which to pass on.
