Framework Description
Housing, Regeneration and Demolition (H3) is a UK-wide construction framework being procured by LHC Procurement Group for the Scottish Procurement Alliance (SPA). It covers new housing, estate regeneration, demolition, ground remediation and enabling works for public sector property programmes. It will not accept new applications once awarded (it is not a DPS), and has an option to extend by 12 months to 25 October 2031.
Context & Use Case
Councils, housing associations and other public landlords will use H3 for complex, often multi-phase programmes: replacing ageing estates, clearing and remediating sites, and building new homes. Splitting work by scheme size lets buyers match small infill developments and large regeneration schemes to contractors of the right scale, while retrofit and enabling works lots cover the stages either side of a new build.
Scope of Services
Small housing schemes of up to 10 homes Mid-size housing projects Large schemes of more than 50 homes Residential buildings over 18m Retrofit Demolition Remediation Enabling works
Lots
Approximately 12 lots covering small housing schemes up to 10 homes, mid-size projects, large schemes above 50 homes, residential buildings over 18m, retrofit, demolition, remediation and enabling works
Who Can Apply
Housing contractors, regeneration specialists, demolition firms and remediation contractors able to manage complex, phased public sector work. The tender closed on 17 June 2026, so contractors that did not bid cannot join H3 in this round. Applications will close once it is awarded, so the next entry point will be its re-tender.
Buyer Benefits
One framework that runs from demolition and remediation through to new homes means a regeneration programme can be procured through a single route, with contractors already assessed for capability on complex sites. Roughly 12 lots by scheme size and work type give buyers a pool of suitable contractors for each phase, and UK-wide coverage lets SPA members and other bodies use the same terms.
Next Steps
Bidders should watch Find a Tender (procurement ocds-h6vhtk-0694ec) for the award notice and prepare to mobilise. Contractors that missed the June 2026 deadline should register on LHC's In-tend portal, look at the SWPA and other LHC housing frameworks that are open or coming soon, and build evidence on regeneration, demolition and building safety for the next round.
