Framework Description
Liverpool City Region Combined Authority and Merseytravel are tendering an Electrical Works Framework (reference 5041716) for their estate, which will be closed to new applications once awarded. It is estimated at £35 million excluding VAT over 48 months, from 15 February 2027 to 14 February 2031. There are two lots: Minor Electrical Works with one supplier, and Major Electrical Works with five.
Context & Use Case
Call-offs worth up to £50,000 go to the Lot 1 supplier using a framework rate card and discounted Spon's rates. Work over £250,000 is competed among Lot 2 suppliers, and jobs in between are allocated using a lot appraisal matrix. The work covers planned and reactive maintenance, statutory compliance, refurbishment and upgrades, and capital projects, including works in live operational assets.

Who Can Apply
Electrical contractors with LV maintenance experience for Lot 1, and contractors able to deliver major works such as switchgear replacement in operational assets for Lot 2. The tender is open now, with a deadline of 1pm on 2 November 2026. Ultimo licence, financial capacity and experience are pass/fail at Stage 1.
Buyer Benefits
A single minor works contractor with fixed rates lets the authority order small jobs quickly, while a competed panel of five keeps major project prices sharp. Rate caps from tendered prices and a Spon's discount give cost certainty, and scenario-based evaluation tests whether contractors can handle failures and live-asset work safely.
Next Steps
Register on The Chest (procontract.due-north.com) to get the documents, then complete the Stage 1 PSQ before 1pm on 2 November 2026. The top five Lot 1 bidders and top ten Lot 2 bidders go to Stage 2, where social value carries 10% and price 30%. Award is expected around 1 February 2027.
