London and Quadrant Housing Trust Financial Advisory Service DPS

Live

Framework Description

London and Quadrant Housing Trust's Financial Advisory Service DPS (reference Head Office 00001757) buys financial assessments for intermediate housing. It has three lots: Intermediate Market Rent, and London Living Rent and Rent to Buy assessments for first lets and for re-lets. Other housing associations and public sector organisations can also use it. It runs until 18 October 2028 and accepts new suppliers throughout.

Context & Use Case

L&Q and other authorised users issue a Request for Supply to admitted suppliers in the relevant lot, then select a supplier under the DPS rules based on the responses. Separate lots for London Living Rent and Rent to Buy first lets and re-lets let buyers use different suppliers for new lettings and for homes coming back to let, alongside a lot for Intermediate Market Rent.

Scope of Services

Lot 1: Intermediate Market Rent (IMR) financial assessments Lot 2: London Living Rent (LLR) and Rent to Buy (RtB) financial assessments, first lets Lot 3: LLR and RtB financial assessments, re-lets

Lots

Lot 1: IMR Financial Assessments; Lot 2: LLR and RtB (Rent to Buy) Financial Assessments (first lets); Lot 3: LLR and RtB (Rent to Buy) Financial Assessments (re-lets)

Who Can Apply

Financial advisers and assessment firms with experience of intermediate housing tenures such as Intermediate Market Rent, London Living Rent and Rent to Buy. As a DPS, it accepts applications at any time before 18 October 2028; you must pass the selection questionnaire to be admitted.

Buyer Benefits

Financial assessments are a recurring step in letting intermediate homes, and the DPS gives L&Q a pool of approved assessors it can call on through quick Requests for Supply instead of separate tenders. Shared access means other housing associations can use the same vetted pool, and open admission keeps competition on price and turnaround.

Next Steps

Find notice 027862-2024 on Find a Tender and the DPS on L&Q's In-tend portal, express interest and complete the selection questionnaire for the lots you can cover. Prepare evidence of IMR, London Living Rent or Rent to Buy assessment work, turnaround times, relevant professional authorisations and data protection procedures.

How Athena Can Help

Financial advisory firms are often new to public procurement. Athena's help joining DPSs covers the selection questionnaire, evidence and a compliance check before you submit to L&Q.

For Requests for Supply, our response writing support sets out your turnaround and quality controls, and our public sector pricing guidance helps you set per-assessment fees that compete on volume. We can also identify other housing associations' advisory DPSs where the same service applies.
