London and Quadrant Housing Trust - Multi-Disciplinary Consultancy Services DPS

Live

Framework Description

London and Quadrant Housing Trust's Multi-Disciplinary Consultancy Services DPS (reference Head Office 00001721) appoints consultants to L&Q's self-delivered new build projects. It covers employer's agent, quality monitoring, quantity surveying and independent joint venture supervisor roles across eight lots in Manchester and London. Set up under Regulation 34 of the Public Contracts Regulations 2015, it is for consultants only and runs until 7 May 2028.

Context & Use Case

L&Q houses more than 250,000 people in over 105,000 homes, mainly in London and the South East, and builds some of its new homes itself. It uses the DPS to appoint the consultants who act for it on those schemes, competing each requirement among admitted firms. Lots are split between Manchester and London and their surrounding areas, so consultants can apply only where they work.

Scope of Services

Lots 1 and 5: employer's agent (Manchester and London) Lots 2 and 6: quality monitoring (Manchester and London) Lots 3 and 7: quantity surveying (Manchester and London) Lots 4 and 8: independent joint venture supervisor (Manchester and London)

Lots

Lot 1: Manchester (and Surrounding Area) - Employers Agent; Lot 2: Manchester (and Surrounding Area) - Quality Monitoring; Lot 3: Manchester (and Surrounding Area) - Quantity Surveying; Lot 4: Manchester (and Surrounding Area) - Independent Joint Venture Supervisor; Lot 5: London (and Surrounding Area) - Employers Agent; Lot 6: London (and Surrounding Area) - Quality Monitoring; Lot 7: London (and Surrounding Area) - Quantity Surveying; Lot 8: London (and Surrounding Area) - Independent Joint Venture Supervisor

Who Can Apply

Employer's agents, quality monitors, quantity surveyors and consultants able to act as independent joint venture supervisors, from SMEs to established practices, working in Manchester or London and their surrounding areas. As a DPS, it is open to applications until 7 May 2028.

Buyer Benefits

Separate lots for each consultancy role and region let L&Q pick specialists for each scheme rather than buying a bundled service. An independent supervisor role helps L&Q oversee joint venture schemes, and because the DPS stays open, it can add consultants as its development programme moves between London and Manchester.

Next Steps

Find the DPS on L&Q's In-tend portal (notice 014608-2024 on Find a Tender), express interest and complete the selection questionnaire for the roles and regions you cover. Prepare housing development case studies, professional accreditations, CVs and insurance. Once admitted, respond promptly to each requirement L&Q issues.

How Athena Can Help

Consultancy requirements under L&Q's DPS are competitive and come round often. Athena's consultancy DPS registrations service completes your selection questionnaire for the right roles and regions and checks it before submission.

Our bid templates and writing support help you answer each requirement quickly with clear methodology and CVs, and our fee pricing support helps you price competitively against other development consultants. We can also run a Bid Health Check on your first few responses.
