Framework Description
The London Borough of Bexley is procuring a framework for the provision and management of emergency temporary accommodation. It will give the council extra rented accommodation on top of its existing block arrangement, to help meet its homelessness duties. It will not accept new applications once awarded (it is not a DPS), is planned to run until 20 February 2029, and the Find a Tender notice reference is 017900-2025.
Context & Use Case
The pipeline notice splits Bexley's temporary accommodation procurement in two. Lot 3 is a block contract for 400 units of rented accommodation of various sizes, provided and managed through a series of block contracts. This framework is Lot 4, covering the provision and management of rented accommodation the council needs on top of that block supply, so it can meet its homelessness duty when the block arrangement is not enough.

Who Can Apply
Landlords, letting and managing agents and temporary accommodation providers with suitable properties for Bexley households, and experience of housing vulnerable occupants. It is at procurement stage and will not accept new applications once awarded, so suppliers must bid in this procurement to get a place before it runs to February 2029.
Buyer Benefits
A framework next to the block contracts gives Bexley a ready source of extra rented homes without running a new procurement each time its block supply is full. Setting property and management standards at framework level means households placed through it get consistent standards, and the council can manage providers against one set of terms.
Next Steps
Check Find a Tender notice 017900-2025 and any related tender notice for documents and deadlines. Prepare property schedules, evidence of condition and safety certificates, management arrangements, flexible lease terms and references from other councils. If you already supply Bexley through block contracts, explain how framework capacity would add to it.
How Athena Can Help
Temporary accommodation tenders reward providers who show property quality and responsive management. Athena's temporary accommodation bid writing sets out your stock, standards and resident support clearly against Bexley's criteria and checks the submission for compliance.
Our council bid pricing support helps you set rates that win and still cover management costs, and our DPS and framework search finds other London temporary accommodation routes you can join now. We can also produce a 6–12 month pipeline of housing tenders across south-east London.
