Framework Description
The London Borough of Bexley's Tuition Services Framework will provide individual tuition for children with special educational needs and disabilities (SEND) and looked-after children. It will not accept new applications once awarded (it is not a DPS), is planned to run until 30 October 2029, and is currently at procurement stage (procurement ocds-h6vhtk-06912b). Tutors will support pupils whose needs mean school provision alone is not enough.
Context & Use Case
Bexley's SEND and virtual school teams will use it to commission one-to-one teaching when a child needs support beyond what school provides: to close attainment gaps, catch up after time out of education, move into a specialist setting or stay in mainstream education with extra help. Tutors are matched to the child's needs and the council's education plan.

Who Can Apply
Tuition agencies, qualified teachers and specialist education providers with SEND experience and strong safeguarding and child protection practice. It is at procurement stage and will not accept new applications once awarded, so providers need to bid now to secure a place until October 2029.
Buyer Benefits
Pre-approved tutors with checked qualifications and safeguarding let Bexley arrange support for a child within days rather than weeks. Specialist SEND tutors improve the chances of meeting EHCP outcomes, and a framework gives the council consistent rates and reporting across providers.
Next Steps
Find the tender documents via procurement ocds-h6vhtk-06912b on Find a Tender and check the deadline. Prepare tutor qualification and DBS evidence, safeguarding policies, examples of progress for SEND and looked-after pupils, your reporting approach and availability across the borough. Tutor availability matters, so be clear about capacity.
How Athena Can Help
Tuition tenders are often decided on safeguarding, outcomes evidence and tutor quality. Athena's education bid support turns pupil progress stories into scored evidence and checks your safeguarding answers against the criteria.
Our tendering advice for councils covers pricing hourly rates sustainably, and our framework applications support identifies other councils' SEND and alternative provision frameworks worth joining next. If you have not bid for council tuition work before, we can also run a bid audit of recent awards to show where your chances are best, and a Bid Health Check on your draft before you submit.
