Framework Description
The London Borough of Hackney's Supported Living and Residential Framework buys adult social care across three lots: supported living, residential care for working-age and older adults, and fixed-term care contracts. Unlike frameworks that are closed to new applications, it reopens each year for new providers. North East London partner councils can use it from Year 2. The Find a Tender notice is 030578-2026.
Context & Use Case
Hackney's adult social care commissioners place people through an eBrokerage platform. Lots 1 and 2 use direct call-off, so supported living and residential placements go to admitted providers who can meet the person's needs, while Lot 3 fixed-term contracts are awarded by mini-competition. Partner councils joining from Year 2 widen the potential volume for admitted providers.
Scope of Services
Lot 1: Supported living Lot 2: Residential care (working age and 65+) Lot 3: Fixed-term care contracts
Lots
Yes: Lot 1 - Supported Living, Lot 2 - Residential (Working age & 65+), Lot 3 - Fixed Term Care Contracts
Who Can Apply
CQC-registered adult social care providers with experience in supported living or residential care. The framework reopens annually, so providers not admitted can apply at the next annual opening by completing the procurement specific questionnaire (PSQ) with supporting evidence.
Buyer Benefits
Annual reopening keeps competition fresh and lets Hackney add capacity where it is short, without waiting for a full re-tender. Splitting supported living, residential and fixed-term work lets specialists bid for what they do best, and shared access across North East London councils gives consistent standards and stronger buying power.
Next Steps
Check notice 030578-2026 for the current opening window and documents, or watch Find a Tender for the next annual recruitment notice. Prepare your PSQ: CQC registration and ratings, staffing and training, safeguarding and outcomes evidence. Once admitted, register on Hackney's eBrokerage platform and respond quickly to referrals.
How Athena Can Help
Because Hackney reopens this framework every year, a weak application can be fixed next time, but it is better to get it right first. Athena's framework application writing completes your PSQ and evidence pack and checks it for compliance.
For Lot 3 mini-competitions, our mini-competition bid support improves quality scores, and our care pricing strategy helps you set rates that are competitive and viable. We can also review feedback from a past round and fix the weak answers before the next opening.
