London Borough of Harrow

Minor, Mechanical & Electrical Framework

Coming soon

Framework Description

The London Borough of Harrow is procuring a Minor, Mechanical and Electrical Works Framework to maintain and upgrade the council's estate. It has three lots: minor works, mechanical works and electrical works. It is a framework, not a DPS, at procurement stage, with Find a Tender notice reference 027036-2025, and it will not take new applications once awarded.

Context & Use Case

Harrow's property and facilities teams will call off contractors for reactive repairs and planned improvements across council buildings and community facilities. Separate mechanical and electrical lots let the council go straight to the right trade, while the minor works lot covers small building alterations and repairs that do not justify a full tender.

Scope of Services

Lot 1: Minor works Lot 2: Mechanical works Lot 3: Electrical works

Lots

Lot 1: Minor Works; Lot 2: Mechanical Works; Lot 3: Electrical Works

Who Can Apply

Building contractors, mechanical and electrical contractors with experience of council or multi-site public estates. As applications will be closed once it is awarded, the tender is the only way onto it for its term; check the notice for whether submissions are open.

Buyer Benefits

Pre-appointed contractors let Harrow commission urgent repairs and planned works without a procurement for each job, cutting downtime in council buildings. Trade-based lots give access to specialist mechanical and electrical firms, and standard terms help control cost and quality across a varied estate.

Next Steps

Check Find a Tender notice 027036-2025 and any linked tender notice for documents and deadlines. Pick the lots that match your trade, then prepare accreditations such as NICEIC or Gas Safe where relevant, health and safety records, response times and case studies from council or school estates.

How Athena Can Help

Council maintenance frameworks are usually won on response times, method and price. Athena's M&E bid writing sets out your approach to reactive and planned work against Harrow's criteria and checks the submission for compliance.

Our public sector tender pricing builds schedule-of-rates pricing that wins, and our framework registrations for contractors service finds other London maintenance frameworks and DPSs to join. We can also run a Bid Health Check on your draft so you do not lose marks on compliance or weak evidence before the deadline.
