Framework Agreement For Building & Construction Consultancy Services Multi Lot

Coming soon

Framework Description

The London Borough of Hillingdon is renewing its Framework Agreement for Building and Construction Consultancy Services, a multi-lot framework with 10 lots covering design, engineering, surveying, cost and project roles. The renewed framework will be open to any public body nationally, not just Hillingdon. Hillingdon is running pre-tender market engagement first, with the new framework planned to be in place from June 2027.

Context & Use Case

Councils and other public bodies will use it to appoint consultants for building and construction projects, such as architects for new buildings, M&E engineers for plant upgrades, surveyors for condition work and employer's agents for design and build contracts. National access means appointed consultants could win work well beyond Hillingdon.

Scope of Services

Multi-disciplinary services Architectural and building design services Building services engineering (M&E) Building surveying services Structural engineering Quantity surveying services Environmental and sustainability advisory Employer's agent

Lots

10 lots including Multi-Disciplinary Services; Architectural and Building Design Services; Building Services Engineering (M&E); Building Surveying Services; Structural Engineering; Quantity Surveying Services; Environmental and Sustainability Advisory; Employer's Agent

Who Can Apply

Architects, engineers, surveyors, quantity surveyors, sustainability advisers and multi-disciplinary consultancies. The framework is at pre-tender market engagement stage, so consultancies can take part in engagement now and must bid in the formal procurement to get a place.

Buyer Benefits

National access means any public body can use Hillingdon's consultants without running its own procurement. Ten lots let buyers appoint a single specialist or a multi-disciplinary team, and including employer's agent and sustainability advisory lots reflects the roles buyers need on modern construction projects.

Next Steps

Take part in Hillingdon's market engagement and give feedback on lot structure, then watch for the formal tender notice ahead of the June 2027 start. Decide which lots you can evidence, and prepare public sector project case studies, professional accreditations, CVs and social value commitments so you are ready when the procurement opens.

How Athena Can Help

A national consultancy framework can feed work for years, so getting the bid right matters. Athena's early-stage bid planning helps you use market engagement to understand the evaluation and choose lots.

When the tender opens, our professional services bid writers build win themes and scored case studies, and our framework positioning service identifies other consultancy frameworks open in the meantime. We also compliance-check and proofread the final submission before upload, so nothing is lost on technicalities.
