Framework Description
London Borough of Newham's Temporary Accommodation Supply DPS is a single-lot dynamic purchasing system for accommodation providers. Established in 2020, it has been extended again, with validity from 12 May 2026 to 23 February 2029. The extension is valued at £396 million excluding VAT, within a total estimated value of £714.6 million over the life of the DPS.
Context & Use Case
The council meets its statutory homelessness duties by placing households in accommodation from admitted providers, with each requirement competed among them. The extension notice was published on Find a Tender on 18 May 2026, and the DPS has been running since 2020, so many providers are already admitted and active.

Who Can Apply
Property owners and accommodation providers that meet Newham's selection criteria. As a DPS, it is open to new applicants until 23 February 2029; providers already admitted stay on without reapplying, unless they stop meeting the criteria.
Buyer Benefits
Extending the existing DPS rather than starting again keeps established providers in place while still letting new suppliers join. A single lot keeps the process simple for the council and for landlords, and providers can join whenever they have suitable properties rather than waiting for a fixed tender window.
Next Steps
Find the extension notice (2026/S 000-045228) on Find a Tender and follow the application route. Have property standards evidence, landlord insurance, licensing and your management approach ready. If you are already on the DPS, make sure you still meet the selection requirements, as providers that do not are likely to be suspended or excluded from competitions.
How Athena Can Help
For landlords and agents new to council tendering, Athena makes Newham's DPS straightforward. Our framework registration support handles the selection questionnaire, evidence and compliance check for you.
Once admitted, our public sector bidding help covers bid/no-bid on individual competitions, and our tender response writing makes sure your property and management offer scores well against other providers. We can also plan applications to other London temporary accommodation DPSs so you are not relying on one borough.
