Framework Description
The North West Construction Hub (NWCH) High Value Construction Framework 2027–2031 (P1007) is being procured by Manchester City Council for new build, demolition, development, refurbishment and remodelling of public buildings. It is estimated at £1 billion over three years, from 4 January 2027 to 3 January 2030, with a 12-month extension option to 3 January 2031. It will appoint up to 22 contractors across three value lots.
Context & Use Case
Public bodies in the North West and the Isle of Man will award call-offs by direct award, where framework terms determine the contractor, or by mini-competition among contractors in the relevant lot. Pricing rests on fixed framework rates and percentages for pre-construction, design, staff, preliminaries and overheads, set at award. No volume of work is guaranteed.
Scope of Services
Lot 1: £8 million to £18 million (up to eight contractors) Lot 2: £18 million to £45 million (up to eight contractors) Lot 3: over £45 million (up to six contractors) New build, demolition, development, refurbishment and remodelling
Lots
Lot 1: £8 million to £18 million; Lot 2: £18 million to £45 million; Lot 3: Over £45 million
Who Can Apply
Tier-one and large regional main contractors able to deliver projects from £8 million to over £45 million. Tenders closed on 15 June 2026, so contractors that did not bid cannot join this framework; contractors can win a place on two adjacent lots at most.
Buyer Benefits
Fixed rates and percentages set at award give buyers cost certainty from the start, and value lots mean each project is competed among contractors sized for it. The option of direct award speeds up delivery for urgent schemes, while mini-competition keeps prices sharp on complex ones. The framework fee is capped at 0.30% and £90,000.
Next Steps
Bidders should watch for the award decision, estimated for 13 November 2026, and prepare to mobilise for call-offs from January 2027. Contractors that did not bid should follow the procurement (ocds-h6vhtk-05d229) on Find a Tender for the award notice, target supply chain roles with appointed contractors, and plan for the next NWCH procurement towards the end of the term.
How Athena Can Help
Once NWCH contractors are appointed, call-offs are where the value lies. Athena's mini-competition bid management builds win themes, models your likely score against other panel members and checks every submission for compliance.
