Framework Description
Project Delivery Partner – Successor (PDP-S) is a Defence Equipment and Support (DE&S) and Submarine Delivery Agency (SDA) arrangement for project and programme delivery support. A single joint project delivery partner was appointed. The framework began in March 2024 for five years, to 28 February 2029, with options to extend by two one-year periods to 28 February 2031.
Context & Use Case
DE&S and the SDA use PDP-S to buy project delivery and operational delivery products, services and output-based tasks across major defence programmes. The partner also provides temporary suitably qualified and experienced personnel (SQEP) to cover resource shortfalls across DE&S, the SDA and the wider MOD, so capacity can rise and fall with programme demand.

Who Can Apply
PDP-S has one appointed delivery partner, so there are no places to join. Other firms take part through the partner's supply chain. Project management consultancies, defence programme specialists and resourcing providers with MOD or regulated-sector experience are the best fit for that sub-contract work.
Buyer Benefits
A joint delivery partner gives DE&S and the SDA a single route to project controls, programme management and specialist people, so they can scale delivery capacity quickly without separate procurements. Standardised practices across programmes improve consistency and reporting on high-value defence projects.
Next Steps
Identify the appointed delivery partner through DE&S announcements and approach it to understand its supply chain and SQEP needs, then register your capability. Follow Find a Tender for DE&S notices, and plan ahead for what follows PDP-S before February 2029, or before February 2031 if both extensions are used.
How Athena Can Help
For specialist consultancies, PDP-S work comes through the partner's supply chain, so your pitch must be sharp. Athena's bid and proposal writing builds a clear offer around your defence project delivery evidence and people.
Our day-rate pricing advice helps you price SQEP and output-based tasks competitively, and our framework pipeline service finds MOD and wider public sector project management frameworks you can bid for directly. We can also run a bid audit of past MOD awards to show where your skills are in demand.
