Framework Description
The National Framework Partnership's Barrister Services Framework gives public sector organisations across the UK access to a pre-vetted roster of barristers for advice and representation. It sits in the Legal Services category, and applications for it are closed (it is not a DPS). It runs until 12 November 2027, so the current roster will remain in place for just over a year.
Context & Use Case
Government bodies, local authorities and education institutions use it when they need counsel for contract disputes, employment claims, regulatory and governance matters, public law questions or court advocacy. Instructing counsel through the framework gives in-house legal teams quick access to specialists at agreed rates, without a separate procurement for each case.
Scope of Services
Contract law advice and dispute resolution Employment law advice and representation Regulatory compliance and governance advice Litigation and advocacy in court Public law and policy advice

Who Can Apply
Suits barristers and chambers with public sector clients and a record of advisory and advocacy work in these areas. The roster is fixed for the term, so new chambers cannot join until the National Framework Partnership re-tenders before 12 November 2027.
Buyer Benefits
Public bodies need specialist counsel quickly and must show value for money. The framework gives them vetted barristers with checked credentials, clear cost structures and agreed rates, which helps in-house teams control external legal spend and justify instructions to auditors and members.
Next Steps
Appointed chambers should make sure in-house public sector legal teams know their specialist areas and rates. Others should note the 12 November 2027 end and watch the National Framework Partnership website for the re-tender, which may open during 2027. Gather evidence of public sector instructions, outcomes and pricing structures now.
