Bulk Waste Collection Services Framework

Live

Framework Description

The National Framework Partnership's Bulk Waste Collection Services Framework is a four-year, single-lot framework running from 1 November 2025 to 31 October 2029. It gives public sector clients a ranked list of pre-qualified contractors for collecting and disposing of major waste streams, from general waste and recycling to hazardous and clinical waste. Applications for this framework are closed (it is not a DPS).

Context & Use Case

Public sector organisations use it to arrange compliant waste collection for buildings and estates, whether that is a council depot, a school, a hospital site or a housing estate. Clients can appoint directly from the ranked list for straightforward needs or run a mini-competition for larger, multi-stream contracts, which gives them speed and competition when each is needed.

Scope of Services

General waste collection and disposal Recycling and segregated waste streams Organic and food waste collection Hazardous and clinical waste handling Bulky and specialist waste collections

Lots

Single lot

Who Can Apply

Suits licensed waste collection contractors with public sector experience and the capacity to handle several waste streams. As a newly let framework, it is closed to new applications, and the next opportunity is the re-tender before 31 October 2029.

Buyer Benefits

Buyers get licensed contractors already checked for environmental compliance and duty-of-care, covering several waste streams under one arrangement. Direct selection lets them act quickly, and mini-competitions keep prices sharp on larger contracts. The four-year term also gives them stable arrangements for routine collections across their estates.

Next Steps

Appointed contractors should deliver well on early call-offs to win repeat direct selections, and be ready to price mini-competitions keenly. Others have time: the framework runs to 31 October 2029. Build public sector waste contracts, recycling performance data and carbon reporting now, and watch the National Framework Partnership site as the end date approaches.

How Athena Can Help

On a ranked framework, each mini-competition is a chance to grow your share. Athena's waste contract bid writing builds responses around recycling performance, reliability and compliance, with pricing modelled against other ranked contractors.

For contractors aiming at the next round, our framework pipeline planning service sets out what to prepare before 2029, from licences and policies to case studies. Our bid/no-bid evaluation helps you choose which waste contracts to pursue and which to leave to others.
